The reason for this seems to be linked to the output of an urgent bug fix (related to iTunes in the Cloud), evidenced by the unusual time (Apple released the Beta earlier this week) and the small size of the update with only 13.5 MB
It seems therefore advisable to make fast!
As usual, it is available for registered developers on the dev site. Apple or update OTA (Over The Air) on the machine.
According to the same site, it would be, except technical problem, the last Beta before the final Gold Master early September for a late September release
